ICG investment and asset management teams comprise of highly experienced infrastructure specialists with a diverse background including funds management, principal investing, investment banking, engineering and operations, legal, finance, risk and compliance.

Tom Laidlaw
Managing Director

Tom joined ICG in early 2012 as DIT Portfolio Manager and became ICG’s Managing Director in 2014. Tom has many years of experience in the purchasing and selling of infrastructure assets in multiple jurisdictions, and has significant global infrastructure investment banking experience across roads, rail, airports, ports, regulated utilities, power generation, pipelines & PPPs. Tom has also advised numerous clients on their financial structure and raised over $20 billion of new debt.

Tom commenced his career in the Infrastructure Division of Macquarie Bank in 1999 where he had a highly successful career, through the rapid development of Macquarie as a global investor and packager of infrastructure projects. Whilst with Macquarie, Tom spent 2 years in Canada, 8 years in the United Kingdom and 4 years in Australia, predominantly in infrastructure. He was involved in a number of Macquarie funds, as well as the complex refinancing of a number of large investments including BAA Ltd and ADIL Ltd.

Andrew Pickering

Andrew Pickering
Chief Investment Officer

Andrew has a career of over 28 years as a lawyer and project developer in the energy industry in Australia & Asia. Since joining ICG in 2006, he has been responsible for many of the generation projects within EIT and is a senior spokesman in the Australian energy industry. Andrew has acted on many of Australia’s major energy privatisation projects and has an extensive knowledge of the gas and electricity industries throughout Australia. Andrew became Chairman of the ICG Board in October, 2014.

In 1997, Andrew was a partner in the law firm Blake, Dawson, Waldron (now Ashurst) followed by VP-Development for Mission Energy in Australia. Andrew moved to Hong Kong, to head up international business development for CLP with successful generation projects in India, Thailand and Australia as a director of listed Thai company EGCO. Andrew was then CEO of Yallourn Energy before being appointed as Managing Director of TRUenergy (now EnergyAustralia).

John Clarke
Founding Director

John has over 40 years’ experience across both the financial and investment markets, and has a strong track record of successfully acquiring and managing infrastructure investments. John formed ICG as a joint venture with ANZ in November 2000 (then called ANZ Infrastructure Services (ANZIS)), before John and Mike Fitzpatrick acquired ANZ’s shareholding in August 2009. Prior to that John was Managing Director of Morrison & Co (Australia) Pty Limited when it managed Infratil Australia Limited.

John was CFO and Manager of M&A of Power New Zealand where he led the listing of the firm on the NZX, and acting CEO of BellSouth New Zealand where he reset the business plan and proved instrumental in its profitable sale to Vodafone. In 1997, John joined HRL Morrison & Co Australia, as Managing Director and CEO of Infratil Australia Ltd, a listed infrastructure investment company with investments in Perth, Alice Springs and Darwin airports, Port of Portland, Southern Hydro Partnership and State West Power. John stepped down as ICG’s Managing Director in October, 2014, but remains on the Board as an executive director and as a part-time executive on a three-year contract involved in capital raising and special projects.


Craig Whalen
Executive Director

Craig joined ICG in 2008 and has over 25 years’ experience in infrastructure and has expertise in investment analysis and transaction execution with a strong financing background. Craig’s key responsibilities include deal origination and execution, portfolio management and arranging any debt required for existing and new projects (including refinancings).

Craig practiced as a lawyer before roles in Structured Finance at Bankers Trust, Macquarie’ infrastructure group, and ANZ’s project financing team. In his career, Craig has completed many large transactions across a number of infrastructure sectors including ports, PPPs, rail, toll roads, airports, freight logistics and privatisations, and he maintains deep relationships within the project finance market in Australia.

Edward Lloyd
Executive Director


Ed joined ICG in 2016 with a specific focus on working with ICG’s separate account clients and co-investors, and has significant experience in infrastructure investment across Australia, Europe and North America. Ed has worked on a wide range of infrastructure transactions as a principal, asset manager and adviser in multiple sectors, including: regulated utilities, airports, ports, rail, energy generation, energy pipelines and PPP’s.

Previously, Ed was a Principal at KPMG Direct Investments for over 5 years where he advised institutional investors globally on their direct investments in infrastructure assets. Prior to this, Ed was a senior executive in the unlisted infrastructure investment team at Colonial First State Global Asset Management, and prior to that at Hastings Funds Management with experience investing in infrastructure both in Australia and offshore.

James Arthur

James joined ICG in 2011 and has over 14 years’ experience in the financial services sector. James has expertise in the analysis, execution and ongoing management of infrastructure investments in several sectors, including renewables, energy generation, energy transportation and PPPs. At ICG, James is responsible for deal execution, portfolio management as well as the management of several assets within the DIT and EIT portfolios.

Previously James worked at Amber Infrastructure and Babcock Brown in the United Kingdom where he advised International Public Partnerships on the acquisition and management of numerous PPP projects throughout Europe, Australia and North America. Prior to that he completed his Chartered Accountancy at Ernst & Young in Melbourne.

Daniel Beaver
Associate Director

Daniel has over 8 years of equity investment, debt, advisory and asset management experience with a focus on natural resources, power and utilities infrastructure. Daniel previously worked within ANZ’s Natural Resources Group. Daniel is responsible for deal origination and execution, asset management and portfolio support across the Energy Infrastructure Trust.

Andrea Vespasiano
Associate Director

Andrea joined ICG in 2018 and has 10 years of experience in the financial services sector across corporate finance advisory, equity investment, and investment management. Andrea has worked on a wide range of infrastructure transactions across the following sectors: transport infrastructure, utilities, energy generation, renewables, energy transmission and distribution and water infrastructure, in Australia, New Zealand and the UK. Andrea is responsible for deal origination and execution, asset management and portfolio support across the DIT and EIT portfolios and ICG’s separate account clients.

Prior to joining ICG, Andrea held various corporate finance and investment management roles, including: Deutsche Bank Corporate Finance, covering the Australian and New Zealand Infrastructure & Utilities sectors; RREEF Infrastructure, focusing on executing transactions and managing portfolio assets on behalf of Australian separate account clients; and J.P. Morgan Investment Bank, both in Australia and in the UK.

Joyce Lai
Senior Manager

Joyce joined ICG in 2011. Prior to that, she spent three years in investment banking at Morgan Stanley, focusing on utilities and infrastructure transactions in the Asia Pacific region. Joyce is responsible for deal execution and the management of several assets within the DIT and EIT portfolios. Joyce holds a Bachelor of Commerce degree (First Class Honours in Finance) from the University of New South Wales.

Callan Harding
Senior Manager

Callan joined ICG in May 2017 as a senior manager with particular focus on the Northern Territory Infrastructure Development Fund (NTIDF). Callan has more than 12 years’ experience in mining, mineral processing and power generation covering asset management, sales and marketing, business development, investment evaluation, corporate finance and asset turnarounds. Callan has advised on major investment decisions for mine development, infrastructure, equity capital raising and has provided corporate finance and commercial support to senior executives.

Previously Callan held positions with Alcan, Rio Tinto and Energy Resources Australia.

Callan holds a Bachelor of Mechanical Engineering from Queensland University of Technology and a Master of Commerce from the University of Queensland.

Hugh Webster
Operations Director

Hugh joined ICG in 2017 to provide in house operational and engineering oversight for existing and future assets with a primary focus on renewables.

Prior to joining ICG Hugh was General Manager of Australia’s first commercial scale solar farm, the 10MW Greenough River Solar Farm, and the 55MW Mumbida Wind Farm.

Since 2006 Hugh has worked mainly in the renewable energy sector and has been directly involved in the successful development and delivery of over $500M of renewable energy infrastructure both in Australia and the United Kingdom.

From 1994 to 2006 Hugh worked on a number of water, wastewater and mobile communications infrastructure projects in both client and contractor environments.

Susan Barzda-Ryan
Company Secretary

Susan join ICG in 2010. She has worked with the investee companies of DIT and EIT since 2008, as she was previously a Senior Governance Officer at ANZ. In her role at ANZ, Susan also provided secretarial services to the trustee of DIT and EIT, ANZ Specialist Asset Management Limited and the E*Trade group of companies. Prior to ANZ, Susan was the Assistant Company Secretary at IWL Limited, then publicly listed, which specialised in online broking and financial planning software. Susan has extensive experience in all facets of secretarial practice, is a qualified lawyer and is a member of the Governance Institute of Australia.

Sue holds a Bachelor of Arts from Dickenson College, Juris Doctorate from Widener School of Law and a Graduate Diploma of Applied Corporate Governance, Governance Institute of Australia.

Mel McGuire
Chief Financial Officer

Mel is the Chief Financial Officer of ICG and has in excess of 18 years in the finance industry. Having completed her Chartered Accounting qualification at KPMG Melbourne, she then held various roles within funds management in Australia and the United Kingdom working for Hastings Funds Management, J.P. Morgan Asset Management and Royal London Asset Management. Prior to joining ICG in December 2013, Mel was the manager of fund reporting for Equity Trustees.

Mel is a member of the institute of Chartered Accountants in Australia and graduated from Deakin University with a Bachelor in Commerce.

Shalome Ruiter
Investor Relations

Shalome Ruiter manages Investor Relations for ICG’s Diversified Infrastructure Fund and Energy Infrastructure Fund.

Prior to joining ICG, Shalome was the Investor Relations Manager for Centuria Capital’s listed and unlisted property funds. With more than 15 years’ experience in the real estate and financial sectors, Shalome has held various positions in funds management, at leading fund managers including Colonial First State and Challenger.

Shalome holds a Bachelor of Business from Queensland University of Technology and a Graduate of Applied Finance from Finsia.

Phillip Baker
Independent Consultant

Phil is a consultant to Infrastructure Capital Group to optimise existing investments as well as securing new investments. He sits on the boards of two of the investment manager’s portfolio companies, Flinders Ports and Port Hedland International Airport. Prior to his executive retirement in 2011, Phil worked as Managing Director of Adelaide Airport Limited and Parafield Airports Limited for 13 years. During this time, Phil was also the Managing Director of Gold Coast Airport from 1998 to 1999. Prior, Phil was the Managing Director Ringway Handling Services Ltd, a wholly owned subsidiary of Manchester Airport plc in the United Kingdom. He has over 45 years of experience in the aviation industry, across airline operations and handling agents. Phil began his career with British Caledonian Airways Ltd, where he spent 20 years working in posts across France, the Middle East and West/Central Africa.

John Blain
Independent Consultant

Responsible for providing industry consultancy services to ICG on an ad-hoc basis, in areas including engineering, procurement, project management and operations, John has 30 years’ broad experience in infrastructure. In the last seven years, John has been a provider of industry consultancy services, performing roles including Industry Expert, Independent Auditor, Banker’s Engineer, Independent Project Manager, Advisor, Panellist, Independent Design Validator, Expert Witness and Board Member.
